Although Bush promised this, in 1990 congress raised taxes, including the “luxury tax.” Another example is in the 2012 campaign President Obama promised he would not let unemployment go over 8 percent (Moorhead), but by the end of 2012 the unemployment rate was at 8.1 to 8.3 percent (U.S. Department of Labor).
