A rent control tenant will see more favor towards the tenant than the landlord because they are able to rent the apartment at a lower price. In the absence of rent control comes a price ceiling which leads to deadweight loss. Consequently, deadweight loss is great in a short run because there is less elastic supply. However, a long run will provide more elastic supply. For example, A city with rent control programs will typically keep their renters in the short term. The number rented is the same making it inelastic. In the long run rent controlled units become more elastic because the lower the rental price, less service from the landlord is provided. Meaning, units will not receive the TLC that they should and renters will start looking elsewhere.
