Andrew Johnson who was President Lincoln’s successor had very racist views. He believed African Americans shouldn’t play a role in the Reconstruction. Pg 454 He believed the southern states should make decisions for themselves, and felt Blacks should not be allowed to vote. It was Johnson who enacted the laws known today as the Black Codes, which were laws passed by and influenced by the Sothern governments that only gave certain rights to blacks. In their eyes, it was a way of controlling former slaves.
A infamous organization who encouraged the Democratic reign of terror on blacks was the Ku Klux Klan. African Anerican political leaders bore the brunt of the violence, however there was times of mass terrorism on black citizens. In 1870 and 1871 (pg 468) Congress adopted three Enforcement Acts which outlawed terrorist societies. It was President Ulysses S Grant, who dispatched federal marshals to arrest numerous members of the Ku Klux Klan, and to enact the Civil Rights Act of 1875 which outlawed racial decimation in public
