In 1957 the Little Rock Board of Education implemented the first chapter in their integration of schools that was required by the Federal government. The Governor however did not like this idea and stopped the students from entering the school, when a judge dispersed the soldiers stopping the students, a white mob replaced them.
I think that the speech was more directed to the African American people that were outraged at the fact that white mobsters were obstructing the justice that the blacks deserved. I believe that if the mayor had not reached out to him, he wouldn't have done anything until the situation got violent. He needed to explain why he used military power for something so small, but in the speech he brought up the fact that if the problems kept happening then the US could not make any steps forward in civil justice. He also shed light on enemies that were gloating because the US was having so many problems, which I think is why he issued a statement. He wanted to make it seem that he was a very sophisticated president that was involved in every aspect of the country's problems, if we had any at
