This policy allows American citizens to adopt foreign born children into the U.S.
This is Idaho’s state law of International Adoption.

Current Situation
This policy affects how Americans can adopt internationally therefore foreign orphans are able to be adopted into the U.S (www.cnn.com, 2013). Most people are very open to adoption and support it even if they don’t act on it (https://davethomasfoundation.org/, 1992-2016). About 4 in 10 Americans have considered adoption, and 65% have experience with it (https://davethomasfoundation.org/, 1992-2016).
The goals were met at one point, but numbers are decreasing (www.cnn.com, 2013). Most common form of adoption at a high of 84%, however the number of adoptions has decreased 50% since 2004 (www.cnn.com, 2013). In 2006 there were over 253,000 international adoptions in Idaho that year, but in 2014 only 39 international adoptions took place (www.cnn.com, 2013).
