98 percent of the Illegal immigrants would prefer to live and work legally in the United States. The reasons for the no "line" illegal immigrants are because they are poor, few skills to stand in the line to gain permanent U.S. residency. Some illegal immigrants are those who obtained a visitor visa and upon on arrival they never return to their country. Immigration has issues tracking those visitors also. Investment is not an option for these poor illegal immigrants. According to the USCIS.org website, they required the investor to reserve 500,000 to 1 Million in a new business and maintain 10 full-time U.S. workers within 2 years. The Diversity Visa program only makes “50,000 green cards” available to low rates of immigration which excluding Mexico, China, Philippines, India, and some other countries due to higher levels of immigration to the United States. Immigration recently further reduce the quota making families to wait even longer than before. H-1B visas allow 85,000 lottery Visas per year (65,000 for Bachelor’s degrees and 20,000 for the U.S. Master’s degrees) who are foreign workers and later they can apply for permanent residences without going back to their country.
