Power. The hurricane made a second landfall on the northeastern shore of Copano Bay, but as a
category 3 at 125 mph winds. The main debate was either to stay or to evacuate. Gov. Greg
Abbott want people to evacuate because he thought the hurricane would be much more
disastrous that previous hurricanes, and would leave residents in their home with no supplies for
