Discretionary spending is a part of the budget that the president requests and congress appropriates every year and it only represents less than one third of the federal budget as a whole. Congress has the power to increase the budget or even decrease it to zero. The only reason that congress can do this is because the constitution gave the power to gain/collect or spend money for the federal government. The Constitution did not give that power to the president, the president’s budget is only recommendations and priorities. It is estimated that the discretionary budget is around $1.233 trillion for 2017. Discretionary spending funds education, veterans benefits, health, international affairs, natural resources/environment, general science, space, and many other programs. In A More Perfect Constitution by Larry Sabato, Sabato proposes adding an amendment that would require federal expenditures in any given fiscal year to not exceed federal revenues in that same year; unless three-fifths of both houses of the Legislative branch waived the balanced budget requirement. The only other exception would be during a recession or war, declared or undeclared, a simple majority in both the Senate and the House could circumvent the balanced budget requirement. The amendment would require any surplus, any money that is left over after the federal revenue exceeds the federal expenditures, to be spent on repaying the federal debt. Simultaneously, the amendment would prevent any deficit spending, which is defined as any spending where the expenditures exceed the total revenues generated during the current fiscal year. Theoretically, the creation of a Balanced Budget Amendment (BBA) would prevent the continual growth of the federal debt.…

The Preamble and the Federal Budget: Are We Slicing the Pie Correctly? The federal budget is the yearly plan for how the US government will spend the money it takes from taxes. The president proposes a budget each year and leaders of the other parties in congress may also propose a budget. These numbers are large and sometimes difficult to grasp, but the preamble gives us ways to think about them and to judge how our budget is spent. In each of the following Three Budget Clusters, the United States government should make adjustments in the way it is distrusting money by changes involving The Big Five, changes involving The Middle Five, and changes involving The Little Guys.…

On the other hand, if the nation has no money but and continues to spend money this is going to create problems for everyone not just the government. I think the government just needs to be cautious on what they spend their money on. In Thomas Jefferson Vision of the new republic, Jefferson stated that America needs to become friends with Britain and give them very little advantage over us. Today we are allies with Britain and it is for the better of America.…

My thoughts on this issue came from internet and my own beliefs. Because government shouldn’t have total control over your life. Also it’s not affecting anyone else if they’re doing it for their own good. Also the government shouldn 't say it shouldn 't be allowed because that could be government supporting christianity and their beliefs about suicides. I rank myself as a liberal on this topic, because most democrats think we should have the euthanasia procedure.…

Deficit spending, the amount by which spending exceeds revenue over a particular period of time, is the opposite of government surplus, and a central point of controversy for many economists. By way of simple explanation, as unemployment increases in the United States, the aggregate income of the American public decreases, thus fewer of the population are able to pay its federal taxes. However, life goes on and the federal government must still provide for its citizens. The federal government increases its spending on certain public safety programs, such a Medicaid, as more of the unemployed American public have a need for such programs.…

But instead of using it to pay off our debt, the money was spent on trillions of dollars in new tax cuts, while two wars and an expensive prescription drug program were simply added to our nation's credit card. As a result, the deficit was on track to top $18 trillion this year. To make matters worse, the recession meant that there was less money coming in, and it required us to spend even more -- on tax cuts for middle-class families; on unemployment insurance;…

Another problem that made us spend more money was the oil prices and the effect it had from the Iraq war. When we went to war with Iraq a barrel of oil cost us about 5 dollars, as of 2008 since the war was going on and since we got our oil from the Middle East the price per oil barrel jumped up to 10 dollars. It does not seem like a big price jump but since the oil price jumped up it is estimate that we spent 250 billion dollars on oil. The war completely stopped production of oil in Iraq and it dampered production of oil in the Middle East. There is no doubt that the Iraq war added to the national debt.…
