The goal of the programs is to encourage and entice the medical community to implement the EHR with payment incentives. Eligible medical professionals and hospitals can receive payments up to $63,750 a year depending on which program the participant qualifies for. This program is different from the State program and the Medicaid and Medicare programs most significantly in that though it funds these communities’ HIT efforts, the goal is not simply the creation of a health information technology infrastructure. This program’s goal is focusing on health systems improvement that can be measured in the 3 areas of population: health, cost-efficiency, and quality. The improvements have to show how health information technology sets these improvements in motion. Within this larger goal, each community has its own unique health focus on collecting and sharing clinical data to measure how money can be saved and care improved. This program is also a HITECH initiative (Improving Health, 2011).
I think this program will greatly impact clinical quality, reimbursement, and care access in a way that is even more helpful than the other programs I discussed. Because the program actually measures the impact health information technology has on care and quality, it will provide direct and specific information that can be used in all EHR implementation plans to improve the system across the
