The objectives and goals of the JOIN program was primarily designed as an intervention tool for first time non-violent juveniles offenders and reduce the recidivism rate amongst this selective group. In addition, it focus was also to reduce the rate of minority over-representation within the juvenile criminal justice system. Statistic indicated that African-American youth make up 32% of those arrested and are more than 8.6 times more likely to be convicted of an adult prison sentences (CFYJ, 2016). The program also worked with the families of the offender by offering support programs, counseling and community service referrals. JOIN also focused on building the youth’s self esteem through restitution and accountability programs. The programs also created a victim-offender program that restored the victim with restitution and reconciliation.

This part of the program was design to make the offender feel and participate in being one with their community. These community services activities involved programs such as Adopt-a-Road, food and clothing collection and distribution, and community cleanup programs. This component of the JOIN program also encouraged positive interactions with other members of the community, police liaisons, and community leaders. Additionally, by having the participant establish these community relationships they are creating personal relationship with the community members and businesses.
