Biography:
Dr. Ayyar is an expert on policy making in India, he is a strong advocate on education for all and has been instrumental in the implementation and the passing of the Sarva Shiksha Abhiyan (SSA). He was the former secretary to Government of India (GOI) as well as the former secretary of the Human Resource Department (HRD) and later on a Visiting Professor, Centre for Public Policy Indian Institute of Management, Bangalore India. He held the post of Chief of Bureau of District Primary Education Programme (DPEP), Elementary Education and Planning and Policy in 1990-96, under the Federal Department of Education (DOE) GOI. This would showcase that he had effectively used the path goal theory. He was able to do so because he had a clear understanding of what must be done and clearly delineated it, removing obstacles such as funding issues but he does not offer a clear form of reward for those schools that have worked well but he was able to incentivize the investment towards the programs from external organizations through the promise of a reward. The main focus of the process was the achievement, the promotion of education to everyone, which has been achieved today with more and more parents willingly sending their children to school more and more in India. The theory also implies that the model is leader-centric which has been the case with regards to the programs that he has worked on, however he is also collaborative with regards to the fact that he worked with other members of the government, the bureaucracy, international organizations. But by working in such a manner we can say even with all this cooperation with others, it was still all focused on his actions towards the goal and could be stated to be leader-centric. Problems with regards to quality of education has not been the focus at all in the schools under the SSA, due to which many children though attending school are incapable of learning anything. This in the long run if the problem isn’t fixed will dissuade parents from sending their children to school and cause even more disparity in the future.
This problem was not even seen while trying to achieve the goals that were set, it eventually led to no improvement in terms of children not attending school and those attending school literacy and numeracy levels have remained almost the same. The goal on ensuring everyone had access was achieved but the overall goal of education for all was not. This was a case of difference of opinion regarding what the problem is actually
