It’s their chose and body so they should be able to make the decision when they feel ready. Teens, who have a great desire for cosmetic surgery, should do what makes them happy. If it matters enough to them then that’s important. An example that is similar is like braces. I had an overbite and it bothered me even when my teeth weren’t really crooked. By getting braces it made my teeth straighter and is currently fixing my bite. When I get it off, I will feel even more confident about how straight my teeth are.
Yes, it may be mental but it can become a physical problem such as starvation, cutting and etc. Also, adults or other teens may say that the teen will later on regret having that surgery. The thing is, the teen won’t regret it if they for reals want it badly like 100%. I believe that the teens should try changing it themselves, only if its possible such as breast reduction. Exercise and a healthy diet can help reduce a feature that a teen has. If all means. it doesn’t work then plastic surgery should fix it.
