The Articles of Confederation were 13 articles that were created to structure and fix the conflict between the states. These articles were put into action by John Dickinson in the year 1776. He started to draft out the articles in hopes that they would make a change in some way. Many of the drafts sketched didn't work out well but, many of them were very good and might change the conflict between the states. The Second Continental congress was held in Philadelphia in the year 1776 to spread the word of these articles that were created to create structure in the states. Many worthy people gathered to express the ideas and concerns about these articles. These articles gave certain powers to the Government and Congress. The government had the power to make treaties, declare war,maintain an army, maintain a navy, make post offices, coin money and conduct foreign affairs ("Articles Of Confederation." Congress had the power to make laws but, couldn't force other states to enforce them, couldn't raise money by collecting taxes,had no control over foreign commerce ("Articles Of Confederation." As time went on under the rules of these articles, things weren't really working out. So, they helped the constitutional convention to help sort out the issues of that the states were facing. The Constitutional Convention was held in Philadelphia in 1787. It was held to establish how the Articles of Confederation weren't really working very well so, something needed to be done. A change had to be made. They created the Constitutional Convention which was held to fix the issues that were going on. Many famous people attended the convention such as George washington, James Madison, Alexander Hamilton, and Benjamin Franklin.These were just some of the famous people who attended the constitutional convention. Some farmers wanted the New Jersey plan which stated that every state should be represented equally and the power to regulate trade and tax should be limited.(Miss.crouse powerpoint). The compromises that needed to be made in the constitution, were the arguments between all the states. Also, the congresses representation. These were two things that needed to be modified. Another thing that needed to be modified was the idea that slaves are or are not to be counted as population. This resulted in the three-fifths compromise which stated that every three slave would be counted as one
