How you respond: state your purpose
what you want to do:
speak about a bill
what you do: check with your party leader and schedule some time to speak. what the chair does: after the party yields time, "The chair recognizes Congress(wo)man ... for ... minutes/seconds."
how you respond: say "I thank the chair." speak until the chair says "The Congress(wo)man's time has expired." If you finish early, say "I yield back my time."
other: first the Party Leader says "I yield ... seconds/minutes to Congress(wo)man ..."
what you want to do:
interrupt a speaker with a question
what you do: say "will the Congress(wo)man yield for a question?" How you respond: wait. if the answer is yes, you may ask your question. if the answer is no, sit down. other: time may be reclaimed at any point.
what you want to do:
amend a bill
what you do: stand and say "I move to amend HR..." What the chair does: "There is a motion to amend HR... . Is there a Second? The congress(wo)man will state his/her amendment." How you respond: wait. after the chair recognizes you, state your amendment and ask for time to explain/debate the amendment. other: after debate, a vote is held on the amendment using the rules for voting.
what you want to do:
end debate on an issue
what you do: stand and say "I move the previous question." What the Chair does: "Previous question has been moved. Is there a Second?...There being a sufficient Second, all in favor..." other: this is a vote on whether or not to end debate and vote on a bill.
what you want to do:
call for a hand count (if you disagree with the Chair's interpretation of the voice vote)
what you do: stand and say "I call for a division of the house." What the chair does: Chair will ask the clerk to count the vote. "All in favor stand and remain standing... All opposed, stand..." other: assuming no motions have been made between voice vote & this motion)
what you want to do:
suspend further consideration of a matter
what you do: stand say "I move we table this matter." What the Chair does: "There is a motion to table HR... . Is there a Second?"
what you want to do:
take up a previously tabled matter
what you do: stand and say "I move we take HR... from the table." What the chair does: "There is a motion to take HR... from the table. Is there a Second?"
what you want to do:
consider something out of its scheduled order, or open a closed bill to an amendment
what you do: stand and say "I move we suspend the rules for the purpose of..." What the chair does: "There is a motion to suspend the rules. Is there a Second? Moved and seconded, yeas and nays are ordered. 2/3 majority required for passage."
what you want to do:
vote on a ruling of the Chair
what you do: stand and say "I appeal the Chair's decision." What the Chair does: "There is a motion to appeal the Chair's decision. Is there a Second? Moved and Seconded, open for discussion."
