FCAT performance measures scoring
There are 8 performance measures:
1) 3 + Reading
2) 3+ Math
3) 3+ Science
4) 3.5 + Writing
One point is given for each student percentage that receives the required scores.
FCAT-Learning Gains Scoring
1 point is earned for each percent of students making learning gains in Reading and in Math.
FCAT-Lowest Performing Quartile
1 point is earned for each percent of students making learning gains in Reading and Math in the lowest quartile.
School Grade A as a result of FCAT
An A grade can only be given to a school that tests from 95-100% of their students. If they test less they loose a grade.
School Grade: At least 90% students tested on FCAT
At least 90% of students tests on FCAT will result in an automatic reduction of the school grade.
FCAT-Less than 90% of students tested.
When less than 90% of the students in a school are tested for the FCAT it automatically results in an F for the school.
AYP
Adequate yearly progress
AYP in A schools
In order to maintain an A schools must have adequete yearly progress of 50% of the students in the lowest quartile in Reading and Math. If not they will loose the A regardless of how many points they have achieved.
They must meet it in their CURRENT YEAR.
AYP in B and C Schools
B and C schools must have adequete yearly progress of 50% of the students in the lowest quartile in Reading and Math. If not their grade will be reduced regardless of how many points they have achieved.
They must meet it in their 50% goal in their CURRENT OR PREVIOUS year.
How can you avoid a school grade reduction the AYP was not met in the lowest quartile?
Schools with AT LEAST 40% making learning gains need 1% improvement in learning gains over prior year.

Schools with LESS THAN 40% making learning gains need 5% improvement in learning gains over prior year.
What students are included in FCAT count?
All students fully enrolled from Oct - Feb FTE are included in the FCAT count.
What students are included in the FCAT count for the home school?
Students required to take the FCAT are: standard curriculum, gifted, speech impared, hospital homebound, ESOL
What students are not counted for FCAT calculations?
ELL & Exceptional Student Education less than 2 years are included in the FCAT participation and learning gains for school grades but not in the component for meeting high standards for Reading, Math, Writing, and Science.
Where do Alternative Ed students FCAT sores accredited to?
Alternative Ed scores are accredited back to the home school.
Learning Gains
Learning Gains are improving from one level to the next, e.g. 1-2
It is a performance measure.
3 Ways to Show Learning Gains
1) Improve FCAT Level

2) Maintain achievement level

3) Demonstrate more than one year's growth using the FCAT developmental scale score.

Is only used in Math and Reading.
When a missing child is found on the Hot List, first report to law enforcement, then how long does one have before one can report to Florida Dept of Education?
Missing Florida Students must be reported within 72 hours in writting to Florida Department of Education.
Who are the members of a School Advisory Council?
the principal and an appropriately balance number of teachers; education support employees; students; parents; and oter business nd community citizens who are representative of the ethnic, racial, and economic, community served by the school.
McKay Scholarship
Under Florida Stutute parents of public school students can have public and private school choice.

Under the McKay Scholarship students with disabilities and with an IEP may recieve scholarships to attend private schools.
Opportunity Scholarship
Allows students who are attending a failing school to attend another school.

When a school receives two Fs in four years a student may apply for an opportunity scholarship to another public school.
Corporate Tax Credit Scholarship
The law provides for state tax credits for contributions to nonprofit scholarship funding organizations, called SFOs. The SFO's then award scholarships to eligible children of families that have limited financial resources.

Private information is provided on a "need to know basis to employees"

Cannot provide information to others w/out consent. Others include: doctors, colleges

1973 - Buckley Amendment- Family Educational Rights and Privacy Act.

Rights apply to parents and students.

Must notify annually of rights to review records.
Can advocate for change in records.
Can provide/withhold concent of disclosure.
Provides process for filing complaint w/DOE.

PMP -
Progress Monitoring Plan
FLA Statute 1008.24

Students not meeting levels of proficiency in reading, writing, math or science must have PMP.

PMP includes:
1. Diagnostic assessments
2. AIP (Academic Improvement Plan)
3. Frequent monitoring
4. Academic progress reports to student and parent
5. Closing of PMP at end of year.
In establishing a plan what might be the first priorities?
Plans must be attached to measurable and achievable goals and objectives.
Rumors in Schools
To avoid rumors:

1. Keep everyone informed.
2. Allow employees to express themselves.
3. test employee's reactions to information prior to decision making.
4. build morale with positive feedback.
