The creation of an Act of Parliament
Where to start?
Before a law is made it goes through various stages. A bill starts of as a green paper (H M Parliament,2016). which presents the government 's idea for future policies which is also open for public discussion and consultation. Once a green paper has been drafted, a white paper is formed which outlines a firmer plan for future policy(H M Parliament,2016). Cabinet ministers must agree whether the proposal is taken forward, once agreed a bill is drawn up and the minister responsible for the policy introduces the bill to parliament for debate.
What is a bill?
A Bill is a proposal for a new law, or a proposal to change an existing law, presented for debate before Parliament (H M Parliament,2016). A Bill can start in either in the house of Commons or the house of Lords and must be approved in the same form by both Houses before the bill can await royal assent and become an act of parliament (law)(H M parliament,2016). If both houses cannot reach an agreement which is rarely the case, then the House of Commons have the final say as their members have been elected by the general public (H M Parliament,2016).
