Intelligence-led policing has proven to be a valuable practice in an effort to understand and respond appropriately to the criminal environment. There are several sources that may be utilized to gather information which includes the FBI’s Uniform Crime Report (UCR), victimization surveys, and self-reporting surveys. There is a strong demand for reliable, statistical data, which must be analyzed in order to achieve intelligence. Knowing the benefits, and limitations that these reports, surveys, and studies provide is crucial in understanding the full impact of crime in our society. Intelligence must be incorporated into the planning process to reflect community crime issues.
The Brownwood (Texas) Police Department, must evaluate the process in which intelligence is gathered and disseminated. The evaluation must include the department’s current policies, procedures, sources to be analyzed, and what method of dissemination is the department utilizing.
“Interpreting the criminal environment usually begins with the collation of information sources”. Last week you requested a meeting with department administrative personnel with the primary focus on the department’s criminal intelligence capabilities. Crime statistics, and public perception were also discussed. The Brownwood Police Department uses UCR statistics as its primary source of information in the area of sexual assault crimes.
