The Bowen Hills Urban Development Are (UDA) was declared by rule by the Minister of Infrastructure and Planning on the 27th of March 2008 (Urban Land Development Authority: 2009). The main purpose for this initiative is to facilitate:
- The availability of land for urban purposes
- The provision of a range of housing options to address diverse community needs
- Provision of infrastructure of urban purpose
- Planning principles that give effect to ecological sustainability and best practice urban design
- The provision of an ongoing availability of affordable housing options for low to moderate income households (Urban Land Development Authority: 2009).

Currently all northern train lines merge at the Bowen Hills stations, traffic emerges from the Clem Jones Tunnel as well as the Airport Link Tunnel. The Royal National Association Showgrounds are also within the limits of Bowen Hills and although does not cater for large events all year round, when it does is the cause of mass people converging on a poor pedestrian and road network. Land is currently not being used appropriately with a lack of public gathering places and poorly lit and structured roads. The Bowen Hills UDA will address these issues in an attempt to establish Bowen Hills as the northern gateway to the city. The UDA will take advantage of its gateway position and will develop comfortable walking distance facilities from major local transport (Urban Land Development Authority: 2009). Furthermore the development scheme will achieve a variety of affordable urban housing options. These homes will offer a mixture of designs, densities and levels of affordability to cater for different buyers. A network of transport networks as well as pedestrian paths, and bicycle paths will ensure those living within the area stay connected.
