The real reason for the states economic decline was that the farmland was overused and crops were not growing. Some extremists considered seceding from the Union (Brinkley, 206). When this happened, John Calhoun developed nullification. Nullification is when a state government believes the federal government has passed a law that is unconstitutional, the state can hold a convention and proclaim the law null and the state does not have to follow this law (Brinkley, 206). In 1832, South Carolinians wanted to nullify the tariff of abominations. This was called the Nullification Crisis. The convention agreed to nullify the tariffs from 1828 to 1832 and it forbade the collection of duties throughout the whole state (Brinkley, 207). Jackson did not react calmly to the situation, he ordered a warship to Charleston and strengthened the federal forts. Jackson also developed a force bill, which allowed the President to use military force to make sure acts of Congress were followed through (Brinkley, 207). Henry Clay came up with a compromise to ease the tension and to avoid violence. His idea was to lower the tariff gradually so the tariff would reach the same level it was in 1816 by 1842. These factors may not have directly contributed to sectionalism but they add to the problem, eventually leading to the Civil War. The population during the pre Civil War Era was rapidly growing. The death rate declined due to the advancement of public health and the decline of diseases (Brinkley, 222). Not only was the death rate going down, but also the birth rate was increasing. The rate of African Americans increased slower because of the faster death rate. The slave trade became illegal in 1808 (Brinkley, 222). In the South, the majority of their population consisted of African Americans and in the North, a good portion of the working people were immigrants from Ireland and Germany. The economy in the North and the South was quite different because of its geography. In the South, the Black Belt and other areas similar created a great place for agriculture. King Cotton took control of the South and once Eli Whitney created the cotton gin, picking and using cotton became an easier and less time consuming task (Brinkley, 249).
