Several events in the minority communities across the country regarding the deaths of unarmed young black citizens brought discontent between American citizens and law enforcement that the first commission established to repair. The objective of the 21st century task force was to build a strong relationship between law enforcement and the community through an organizational structure reform in and out of the police departments. Pillar one exhibits one of the most important pillars. In Building trust and legitimacy, police departments and its officers were to ensure legitimacy through procedural justice, transparency, accountability, and honesty (Community Oriented Policing Services, n.d.). The community as well as the department expect officers to abide by the rules and have high integrity in the organization as well as in the community. Officers are expected to take accountability and responsibility for their actions. Pillar two focuses on Policy and oversight which addresses policies relating to police following policy that reflects community values. Within this pillar departments need to be transparent and collect data on all parties involved. Clear and concise procedures are outlined for the use of force or deadly force (The President’s Task Force on 21st Century Policing, 2015). According to COPS (n.d.) Pillar four, community policing and crime reduction encourages the implementation of polices supporting community partnership in the reduction of crime. Law enforcement works with the community in problem solving and implementing solutions that are meaningful to the community. Within this pillar there is a focus on children that are at-risk and in need of extra attention. It is also outlined that such youth should not be stigmatized
