The differences between the Capitol and District 12 is that they both have different desires and needs for survival.
Throughout the trilogy of The Hunger Games, one can see that the Capitol has all of the luxuries and is technologically advanced. In the dictionary the definition of the upper class is " a class of people above the middle class, having the highest social rank or standing based on wealth, family connections, and the like." In The Hunger Games, the "upper class" is the people from the Capitol because they are the ones that have all of the innovations of technology and have all of the wealth. "The Capitol twinkles like a vast field of fireflies. Electricity in District 12 comes and goes, usually we only have it a few hours a day (Collins 80)." District 12 struggles with having some type of light at home while the Capitol uses their lights as a type of decoration because they have so much money. One can see how the Capitol is the upper class because they do not have to struggle at night with the lighting
