Lawful orders by police officers must be obeyed by citizens in this country. Maryland criminal law section 10-201 states that, “A person may not willfully fail to obey a reasonable and lawful order that a law enforcement officer makes to prevent a disturbance to the public peace” ("GAM-Article - Criminal Law, Section 10-201," n.d.). Even though the suspect eventually did stop later, his initial failure to do so, possibly increased Officer Jones thoughts for reasonable suspicion. In his defense, the suspect could have been hard of hearing, not wearing his hearing aid etc., that could have caused him to not initially stop for Officer Jones, although this was not mentioned during the
