Section 504 of the Rehabilitation Act of 1973
Illegal to deny participation or in any way discrimate solely because of disability. Individuals with disabilities must have equal access to programs and services. Broader than IDEA bc not restricted to education or specific age group
Education for All Handicapped Children Act of 1975 (PL 94-142)
Free, appropriate public education. Schools must have IEP for eligible children. Parents have right to inspect school records. Parents must be informed re: changes in placement. Right to LRE.
