SAR mission coordinator

Manages each SAR mission and coordinates resources.

On scene coordinator

Designated to coordinate SAR operations within specified search area

Search and rescue unit

A unit composed of trained personnel and provided with equipment suitable for the conduct of SAR operations.

Emergency phases of SAR

Uncertainty,alert, and Distress

Uncertainty phase

Exists when there is knowledge of a situation that may need to be monitored, or to have more information gathered, but does not require resources to be moved.

Alert phase

Phase exists when a craft or person is experiencing some difficulty and may need assistance, but is not in immediate danger or in need of immediate response. Apprehension associated with this phase.

Distress phase

Phase exists when grave or imminent danger requiring immediate response to the distress scene threatens a craft or person.

IAMSAR planning

Effective plan is developed including plans for search, rescue, and final delivery.

IAMSAR operations

The SAR operations stage encompasses all activities that involve searching for the distressed persons or craft, providing assistance, and removing them to a safe place.

IAMSAR conclusion

SAR operations are terminated, all authorities, facilities, or services which have been activated must be immediately notified ( Deactivate the SAR system )

Datum

The most probable location of the search object, corrected for movement over time

Sweep width

The distance on both sides of the SRU where the probability of detecting a target outside the sweep width is equal to the probability of missing a target inside that distance.

What are the 5 components of the SAR system

Organization, resources, communications, emergency SAR, and documentation

Three primary geo graphic divisions of the national SAR system

Inland: air force

Maritime: coast guard

Overseas: unified commanders

Uncorrelated distress

Distress broadcast that does not include position or identification info so there is not enough information to generate a search area.

14 USC 2

The coast guard SHALL develop, establish, maintain and operate rescue facilities.

14 USC 88

The coast guard MAY perform all acts necessary to rescue and aid persons and to protect and save property

When you receive a distress call, are you required to Go our for search and rescue?

No! 14 USC 88 says you may go out. Doesn’t say we have to.

Can the uscg conduct SAR operations in foreign territorial seas?

Yes. The term “assistance entry” is recognized when there is a reasonable certainty of distress.

Can USCG assist in non distress situation?

Yes. USCG can respond if no higher priority missions exists and other resources are not reasonably available.

Track spacing

Is the distance between two adjacent parallel search legs.

Expanding square

Small area when some doubt exists about the distress position. Provides more uniform coverage than Sector search.

Parallel search

Used for large search areas, approximate position is known, uniform coverage is desired.

Creeping line search

Follows minor axis used to cover one end of of an area first usually where one end of the search area has debris on one end and not the other.

Four divisions of maritime SAR

Interior river systems, inland waters, coastal waters, and high seas
