When a single ISO cannot perform all the safety functions at an incident, the ISO should request an ASO. Also, when the ISO does not have technician-level certification for the type of incident, a technician-level trained ASO should be appointed. When ASOs are assigned to an incident, the ISO remains in a centralized location with the IC and manages the safety function.
Define how the ISO organizational structure can expand for large incidents.
For large incidents, an ISO maintains a command staff position while utilizing multiple ASOs. These ASOs may manage other ASOs in a designated safety function and then report to the ISO. Note that establishing formal units for SO functions is not currently NIMS complaint. However, the ISO may informally place ASOs in centralized locations to manage other ASOs in a safety function in order to maintain a manageable span of control.
