The offender: the criminal justice system must deal with some of the most disagreeable people in society, often at great risk to its practitioners.
Resources: It's hard to attract the best and the brightest young people entering the workforce.
Structure: is not really structured intentionally and for lack of funding.

Retribution
same punishment for a crime no matter a clean record or horrible record. generally very tough punishments
Deterrence
punishment to change offenders behavior or to make an example of that crime to change offenders and peers behavior
Incapacitation
removal from society so they can't effect anyone else. Jail for life
Rehabilitation
correcting their behavior, teaching them the skills and emotional strength to survive in society
Restoration
fix the relationship between the offender and victim. most offenders go back home, need to learn how to be civil with each other.
Utilitarian
Punishment that hopes to teach you a lesson
Dark Figure of Crime
Police only know part of the crime.
There are a number of crimes that aren't reported.
The offender is a family member.
The victim fears reprisal.
The victim doesn't like the police.
UCR +advantage & disadvantage
Uniform Crime Reports: most extensive and useful measure of crime available. More than 17,500 law enforcement agencies voluntarily report crime rates. The program collects data on over 94% of the US population.
Advantage: has many years of stats, can look at any city, county, and state.
Disadvantage: doesn't have unreported crime rates
NIBRS +advantage & disadvantage
National Incident Based Reporting System: constructed to gather data on each criminal act even if several acts are committed within the same complex of behavior.
Advantage: gathers data on all crimes
Disadvantage: Can't count unreported crimes
VCS +advantage & disadvantage
Victimization Surveys: a method for trying to ascertain the level of unreported crimes. Ask victims of crime about their experiences:
Advantage: reaches out to people instead of them coming to the police.
Disadvantage: only a small percentage of people actually complete the survery
