Define oily waste
Oil mixed with water or other fluids making it no longer useful.
Define waste oil
Oil whose characteristics have changed markedly since being originally refined and is not economically recyclable.
Clean Water Act
DOD issues regulations governing design, construction, and operation of sanitation devices on board vessels.
Oil spills within U.S. contiguous zone
-In Navy port: Notify shore side NOSC, notify National Response Center, mitigate the effects of spill, submit naval message.
-In non-Navy port: Notify NOSC, Notify National Response Center, mitigate effects of spill and clean up minor spills, submit naval message.
Oil spills outside U.S. contiguous zone
Mitigate effects of spill, notify fleet Navy On Scene Coordinator (NOSC) by naval message, NOSC shall implement spill response plan
Bilge water and Oily waste requirements
Minimize contamination of bilge water. Mechanical seals in oil and water pumps greatly reduce generation of oily waste.
Contaminated bilge water and oily waste
Shall not use bilge cleaners or chemical agents that promote chemical emulsion.
Bilge water and oily waste disposal in port
Dispose of per supporting activity guidance by: permanent shore reception facility or oil water seperator (OWS) system.
Material Safety Data Sheet
(MSDS)
Composition, chemical & physical characteristics, health and safety hazards, safe handling, use and disposal.
Work Center Sup responsibilities with HMC&M
1. PPE maintained and used
2. Ensure work center personnel trained and familiar with MSDS
All hands responsibilities to HMC&M
1. Return HM to storage after use, properly store
2. Properly use and handle HM
3. Report spills
Proper marking of HM containers
Clearly identify material name, manufacturer's name and address, and nature of hazard presented.
Flammable material stowage requirements
Must be kept in flammables liquid store room or cabinet. No rags, paper or wood. Mark and label area and ensure proper ventilation.
Precautions when handling flammables
Avoid accumulation of vapors and control sources of ignition.
Location and contents of oil spill contaminant kits
Shovels, gloves, coveralls, buckets, absorbent and sufficient quantities of containers and labels.
Define Hazardous Material (HM)
Material that may pose a substantial hazard to human health or the environment when released or spilled.
Define Hazardous Waste
(HW)
Any discarded material whech meets definition of HM or designated HM by Environmental Protection Agency.
HM storage and inspections
Inspected weekly and quarterly for corrosion, leakage, improper labeling and shelf-life.
Locations of MSDS
HM/HW Coordinator at Medical, Supply Center, and HM container
6 catagories of HM
(FATCOC)
Flammables, aerosols, toxic, compressed gases, oxidizers, corrosives
PPE when handling HM/HW
Eye protection, respiratory device, gloves
Disposal limitations for adhesives
Store per applicable manual and dispose of onshore.
Disposal limitations for grease
Can be thrown overboard beyond 50 nautical miles off shore.
Disposal limitations for hydraulic fluid
Store per applicable manual and dispose of onshore.
Disposal limitations for fuels
Store per applicable manual and dispose of onshore.
Disposal limitations for waste oils
Store per applicable manual and dispose of onshore.
Disposal limitations for paint/ paint thinners
Store per applicable manual and dispose of onshore.
Required all hands training for HM/HW program
Type of HM in work area, what HMs are used and disposal, how to read warning labels, MSDS, PPE, emergency procedures
Secondary labeling of HM when removed from original container
Approved containers; existing label retained; subsequent containers marked with appropriate labeling
Purpose of HM Authorized User's List (AUL)
Current inventory of HM used for local acquisition and use
Function and responsibilities of Material Control
Provide material support to their cognizant organizations. i.e., establish pickup points for material, maintain liasion with ASD, proper operation of tool rooms
