federalism
A system of government in which a written constituition divides the powers of the government on a territorial basis between a national government and several regional governments.
division of powers
a division between the national government and the states.
delegated powers
Powers that are granted by the constitution.
expressed powers
Also called the "enumerated powers" are the powers of the government that are spelled out, expressly in the constitution.
implied powers
powers that are not expressly stated in the constitution but that are reasonably suggested.
inherent powers
powers that belong to the national government because its the national government of a sovereign state in the world community.
reserved powers
the powers that the constitution does not grant to the National Government and does not, at the time, deny to the states.

A type of federal grants in aid; made for some specific, closely defined puropse.
block grants
one type of federal grants in aid for some particular but broadly defined area of public policy.
