For the purposes of this procedure (206-17), who can be the ranking officer?

UMOS in the rank of Sgt or above

In what situations would this procedure apply?

When a UMOS is suspended or modified, or when a police surgeon, ranking officer or other competent authority believes a UMOS is unable to properly safeguard his firearms. It doesn't apply to UMOS who voluntarily safeguard their guns because of personal off duty problems (DV stuff), or if removal is based on non-disciplinary factors

When this procedure applies, the Surgeon/Competent authority will do this

Have Central send a ranking officer to scene if necessary




Direct UMOS concerned to surrender all pistols, revolvers, ID card and shield

When the UMOS is directed to surrender all pistols, revolvers, ID card and shield under this procedure, who comes to obtain them and what other steps does this person take?

The Ranking Officer comes to get the surrendered items and delivers it to the precinct where the order to surrender was given. They will direct UMOS who is restricted to report to Employee Management Division for a new ID card. They will also question UMOS to see if they have any more pistols or revolvers

List the steps the DO, Precinct of Surrender must take when a UMOS's firearms have been removed under this procedure

Call the UMOS's command and have their 10 card checked to see if all pistols or revolvers have been surrendered and arrange to get them if necessary. If guns are in another precinct/command, that pct/cmd may be directed to retrieve the guns and deliver them to either the UMOS's cmd or to the cmd where the investigation is being conducted


Notify Medical Division - Sick Desk and get a Firearms Removal serial #


Have a PCI prepared for the guns and notate - "PROPERTY OF SUSPENDED/MODIFIED ASSIGNMENT MEMBER - NOT TO BE RETURNED UNLESS APPROVED COPY OF Removal/Restoration of Firearms Report (Part B) IS PRESENTED


Prepare Removal/Restoration of Firearms Report and distribute according to the instructions


Send guns with PCI by messenger to borough office of Property Clerk, or Firearms Analysis Section if circumstances warrant


Send ID & shield with 1 copy of Removal/Restoration of Firearms Report by messenger to EMD - Shield & ID Card Unit by next business day and obtain receipt for file in command

When reason for removal no longer exists, how will the member retrieve their firearms, shield and ID?

Get 3 copies of the appropriate Removal/Restoration of Firearms Report which have been kept in the command from the DO


Sign request statement in Part B and submit to CO.


If approved the CO will give back 2 copies, present 1 of them to EMD - Shield & ID Card unit to get shield and ID back, present the other one to Property Clerk's borough office for return of firearms (Shield and ID must be shown also)
