He would reply to the other animals, through a pig named Squealer, with persuasive speeches. An example from the book is when the pigs took the apples and the milk, Napoleon, and Snowball at the time, had Squealer tell the other animals that the milk and apples are vital for the pigs and if they don't get them then Jones will come back. Since no one wanted Jones to come back they were okay with it. Napoleon also used propaganda when he blamed Snowball for everything bad happening on the farm. Examples of this is when the windmill was destroyed by the storm and Napoleon blamed Snowball for it, when they misplaced the key for the shed and Snowball was blamed for stealing it, and when the weeds grew in the fields and Snowball was blamed for planting
