Papa (P). Preparatory flag. No starting penalties are in effect. A boat over the line at the start can return through the line or round an end, but must keep clear of boats not returning. If they fail to return through the line, however, they will be scored OCS.

Raised with a single horn when 4 minutes remain to the start. Lowered with a single horn 1 minute before the start.
India (I). The Round-an-End starting rule (Rule 30.1) is in effect. A boat over the line during the minute before the start must sail around either end to the pre-start side of the line before starting. If they fail to do this they will be scored OCS. Can be flown with the Zulu flag, but not the Papa flag.

Zulu (Z). The 20% Penalty starting rule (Rule 30.2) is in effect. A boat within the triangle formed by the ends of the line and the first mark during the minute before the start will receive a 20% scoring penalty. Can be flown with the India flag, but not the Papa flag.

The Black Flag starting rule (Rule 30.3) is in effect. A boat within the triangle formed by the ends of the line and the first mark during the minute before the start will be disqualified without a hearing.

X-ray (X). Individual recall. One or more boats did not start correctly and must return back and do a proper start.

Displayed until the earliest of a) all boats over the line early have returned correctly, b) 4 minutes from the start or c) until one minute before the next start.
First substitute. General recall. There are unidentified boats over the line or subject to one of the starting penalties, or there has been an error in the starting procedure. All boats are to return and then a new start sequence will begin 1 minute after this flag is lowered.

Raised with a double horn. Lowered with a single horn.
Sierra (S). Shortened course. Displayed at the new finish line.

Raised with a double horn.
Charlie (C). Course change. Displayed at the mark immediately before the mark that has been changed. Instructions to the changed mark are also given as a green flag (starboard change) or red flag (port change), with a + if the course is lengthened and a - if shortened. Compass directions can also be given.
November (N). All races that have been started are abandoned. Return to the starting area. A new starting sequence will begin 1 minute after the November flag is lowered.

Raised with 3 horns. Lowered with one horn.

May be raised with the Alpha flag. (Races abandoned. No more racing today.)

May be raised with the Hotel flag. (Races abandoned. Instructions ashore.)
Lima (L). Important new information is available. May be flown ashore or afloat.

Raised with one horn.
Mike (M). The boat flying this flag replaces a missing mark.

Raised with repeated horns.
Yankee (Y). All persons on board need personal flotation.
Flown by the committee boat when they are in position at the finishing line.
Bravo (B). Flown during protest time, but only if specified in the sailing instructions. When only half hoisted, indicates that less than 30 minutes of protest time remain.

Raised and lowered with one horn.
Red flag
Raised on a boat over 6 meters in length to make a protest.

Raised with the hail, "Protest".
Yellow flag.
If specified in the sailing instructions, the solid yellow flag is displayed by a boat taking a scoring penalty.
