1820-1 Revolutions: Naples and Sicily
REASONS for rev in Naples:
- Ferdinand increased the Church's power to censor books, newspapers and magazines
- Freedom of Speech made impossible
- Reduction in Education by Ferdinand
- Revolution in Spain 1820 encouraged liberals in Naples and Carbonari to take action
- Ferdinand halter road and harbor improvements

1820-21 Revs: Naples and Sicily
REASONS for rev in Sicily:
- Ferdinand's govt neglecting Sicily
- Wanted independence from Naples (forcibly united in 1815)
- Agricultural prices had fallen sharply -- disastrous consequences for peasants and they were left in debt
Failure in Naples and Sicily
- Sicily remained part of the Kingdom of Naples
- 1821 meeting with Austria, Prussia and Russia at Laibach - King of Naples invited -- Ferdinand suggests he was forced to grant constitution out of fear and asked for Austria to help him restore his absolute rule
- March 1821 Austrian Army arrive in Naples -- Arrests, imprisonments and executions
- Naples recovered control over Sicily
- Sicily -- abolished trade guilds (early forms of trade unions) to make future attempts at breaking away less likely

- King VE I: reactionary policy since returning
- VE I declared the old constitution of 1770 would remain in force and could never be changed -- therefore would remain an absolute monarchy
