someone who is not a citizen of a nation where they live

the ability to use a foreign port without paying excessive taxes

sedition

to work actively against or to criticize a government. a crime.

shays rebellion

uprising in 1786 by former patriot soldiers against the state government, that was foreclosing on their farms because they couldn't pay their taxes.
