Perestroika (Restructuring)
-> This was a series of economic reforms such as allowing small businesses to make a profit to encourage the production of more, and better quality goods to improve living standards.
Glasnost (Openess)
-> Allow of some criticism of the government and to reduce censorship of the media. Books that had previously been banned were allowed to read. He also talked about democracy but in reality he did not allow free elections. Also, when the Chernobyl disaster happened, Gorbachev tried to cover it up.
Effects
-> The effects of these reforms was to have a huge impact on relations between the USSR and USA. President Reagan was very impressed and wanted to make agreements on trade and weapons such as the INF treaty. He a,so wanted to reduce tension after his SDI plan and Evil empire speech.
Effects 2
-> Gorbachev also realised that he could not compete in the arms race any longer as the USA had technologies undergoing such as SDI and Gorbachev wanted to relax relations with Reagan to yo make sure that they would not reach a Nuclear war. These agreements would not have happened and changes would not have happened without the Soviets poor financial stare compared to the USA.
