Financial crisis 1776-89

Turgot - single land tax


Necker - Compte Rendu, he left out the war expenditure which made France look good


Calonne - Single land Tax, the assembly of notables oppressed this and was dismissed.


Brienne - single land tax, Paris Parliament denied this, they were put in excile for this.


Necker - called for the Estates generals as this needed their approval.

Poor harvests caused food shortages for urban worked, the Eden treaty caused the textile industry in France causing catastrophic economic problems.



Factors like this caused hostility and pushed a change from the Anciem Regime

Believed that land owners were hoarding grain


Blames Lois XVI and nobles for the economic crisis which led to the politicisation of the 3rd Estate


Due to unfair voting system, and the time taking for the king to choose, third estate declared themselves as the National Assembly

Estates general meeting, The king despised the 3rd Estates actions and saw this as a threat to his authority, ignored Neckers advice and stated that any claims made by the National Assembly were worthless.

Storming of bastilles 14th July 1789

Because the King had sent foreign troops into the city to disperse the National Assembly, Parisians raded the bastilles in an attempt to arm theirselves, this weakens the visual power Louis had.


Kings troops allowed this to happen


Actions of the Parisians saved the assembly and this was the key step for the continual of the revolution.


17th July he wore the cockade as symbol of the revolution and accepted the national guard, Paris commune and reinstated necker.

Great Fear 89

Poor harvests, economic factors such as the loss of unemployment caused peasants in many areas to riot against feudalism. They were also affected by the inability of the government to solve these issues.


The burning of feudal documents, noble property and crops pushed for the National Assembly to take action.

Great fear caused for a debate on feudalism. By 11th of August serfdom was abolished. Liberal nobles accepted the removal of feudalism and privileges in order for the revolution to continue.

This stressed the view that equality was salient. Boasted on the vision of meritocracy, also stated that any one could acquire any profession regardless of their birth.

There was no direct action to remove the king but only to reduce his power and authority.


An appeal for a second chamber but this was discarded as the assembly thought it revive aristocratic power. The king could appoint ministers but was responsible for their actions, he had a 'suspensive veto' in which he could delay a law for 4 years

October Days

Rumours were that the king mocked and trampled on the revolutionary cockade, also that the royal family were storing grain, angry women marched to Versailles demanding that the king return to Paris.


This was because of economic desperation and political fear.


Louis was forced to return, he signed the August Decrees and the declaration of rights of man, to remove hostility towards the family.


Defeat - king lost all his control and power. This action engendered a loss of power for Louis.

Very significant as this marked the distrust and any support the king had left.


Provided a support for more radical clubs and brought more desire for a republic.


National Assembly thought that this was too drastic so they did not put him on trial

Champs de Mars 1791

Cordilliers club wanted another petition for the Kings trial, more than 50,000 parisans attended causing unrest. Paris commune ordered the martial law and Lafayette to disperse the crowds.


50 people died.


This marked a great division among people in the revolution.

First 2 were to deport refractory priests and stop their income. If émigrés were not to return their property would be sold. King vetoed these laws making him more unpopular.

Emperor leopald made a declaration stating that Austria would alike with other European forces to help restore the king back into power. This was only a gesture as Britain didnt bother.

Lafayette wanted a war to strengthen the monarchy and suggest terms to the king and assembly for his own prestige


The brisstons were hostile to monarchy and wanted war as this would remove any counter-revolutionary activities.


Robespierre felt that the war would affect the revolution causing it to stop.


Louis was happy to go along with the clamour of war to suit his own ends.
