Citizens’ role in the Electoral College
Citizens’ role in the Electoral College Citizens vote in November not to nominate a presidential and vice presidential candidate but rather to determine which party’s list of electors vote in December.
Congress
It is the United States’ national legislature. The functions of Congress include (meaning the work it does): Lawmaking (creating laws), Constituent service, Represent citizens, Oversight (follows up on the laws it has enacted), Public Education, and Conflict resolution. Additionally, Congress elects the president and vice president when the Electoral College fails to secure a winner when no candidate obtains 270 electoral votes
Congressional Delegation
It is the number of US house of representatives (HR) plus number of US senators. For example, Texas’ congressional delegation is 34: 32 HR + 2 Senators.
Electoral College
It elects the president and vice president of the United States. The Electoral College has 538 electors
Electors
The name given to those members of the Electoral College who elect the president and vice president of the United States. States receive the same number of electors as it obtains for its congressional delegation. For example, Texas’ congressional delegation is 34 (32 HR + 2 Senators) so Texas has also 34 electors. The electors cast their vote in December of that election year.
Majority (the formula)
50% + 1 or fifty percent plus one. For example, In the electoral college there are 538 electors. A candidate must obtain 270 elector’s votes: 538 electors’ votes divided by two (or, multiply 538 by 50%), plus one (+1); it equals (=) 270 electors for a presidential and vice presidential candidate to win.
Plurality
It is the candidate who wins the most votes cast
Twenty-Third Amendment
Only states participate in the Electoral College. The District of Columbia is not a state. Yet, the District of Columbia has a higher population than some states. Here in, the 23rd Amendment allowed the District of Columbia to participate in the Electoral College for a moment in time as though it were a state during presidential elections. The amendment restricts the district to the number of Electors of the least populous state, irrespective of its own population. As of 2011, that state is Wyoming, which has three Electors. The District of Columbia receives 3 electors which is the number of the smallest populous states. Examples of small populous states are: Wyoming, Montana, North Dakota, and South Dakota which all receive three (3) electors.
