EC definition (intro for essay)

Article II of constitution outlines need for the president to be elected every four years using an electoral college, with the electorate in all states voting on the same day

How do ECV work

Every state has electoral college votes based on numbers of Congresspersons, plus 2 for Senators.

Washington DC has 3 ECV by decree of the 23rd amendment

What system is ECV allocated wjth

All states have a winner takes all system

How do you win the presidency

Candidate requires more than 50% of the vote so 270 of the 538 votes available

What does ECV represent

Number of delegates selected

Larger stares have more delegates

Is not proportional though

Role of delegates Maine and

Most states require their delegates to vote according to state opinion but 21 states don’t have this requirement

Maine and Nebraska

Use winner takes all system but 2 of their ECV are allocated to winner of the whole state, further ECV being allocated to the winner in each district within the state

Problems with EC

Can lose election despite more votes -

Bush had 47.9% Gore had 48.4% of the 2000 vote yet Bush won

Trump had 2 million votes less than Clinton in 2016 and won

Can win presidency by winning only 11 states and disregarding the rest of the country

Problems with EC

Population

States with smaller populations have far more reps per population than states with larger populations

3 least populated states have 1 congressional rep for 200K ppl (Vermont N.Dakota Wyoming)

3 most populated states have 1 congressional rep for everything 670K people

Problems with ECV

Swing states

Produces swing state distortion as people in these states have far more influence than others on the presidency

48 states allocate all of their electors to one candidate

Problems with ECV

VOTER TURNOUT

Can reduce voter turnout as they may see point of voting in a state where a certain party dominates

2008 Obama spent nearly $40million in Pennsylvania compared to Illinois where he spent $25k

Illi ppl may feel less valued, especially republicans and third party voters

Problems with ECV

Delegates

Rogue delegates

The elector doesn’t have to vote for whom they pledged

2000 DC elector Lett-Simmons abstained rather than vote for Al Gore as she pledged, silencing voices of thousands of DC residents
