2 ways to measure crime
1. UCR- (uniform crime reports) statical summary of crimes reported to the police. admin annually by the FBI ( prob= some crimes may b consolidated)
2. NCVS= (Nat crime victimization survey) reported and unreported crimes. admin by the bureau of just stats (BJS)
