Federalism

A system of government in which a written constitution divides power between a central or national government and several regional governments.

Expressed powers

Those delegated powers of the national government that are spelled out,expressly on the constitution.

inherent

Powers the constitution is presumed to have delegated to the NG because it is the government of a sovereign state within the world community

Exclusive powers

Those powers that can be exercises by the NG and alone

Supremacy clause

A provision of the U.S. Constitution that states constitution federal law and treaties of the US.

Enabling act

A congressional act directing the ppl of a US territory to frame a proposed state constitution as a step towards admission to the union

Grants in aid program

Grants of federal money or other resources to states cities counties and other local units.

Interstate compact

The state can with the consent of congress enter into agreements among themselves and with foreign states.

Full faith and credit clause

Constitutions requirement that each state accept the public acts record and judicial proceedings of every other state

Extradition

Legal process by which a fugitive from justice in one state can be returned to the state

Priveleges and immunities clause

No stare can draw unreasonable distinction between its own residents and those persons who happens to live in another state
