A decision making tool used by personnel at all levels to increase operational effectiveness by identifying, assessing, and managing risks.

Identify Hazards
Identify any condition with the potential to negatively impact mission accomplishment or cause injury, death, or property damage.
Assess Hazards
For each hazard identified, determine the associated degree of risk in terms of probability and severity.
Make Risk Decisions
Determine if the risk is acceptable.
Implement Controls
Set a plan that minimizes risks and communicate it to all personnel.
Supervise
Determine the effectiveness of risk controls throughout the mission or task.

Monitor the controls to ensure that they are being implemented correctly.

Describe the Symptoms of Shock
- Weak and rapid pulse.

- Breathing is likely to be shallow, rapid, and irregular.

- The temperature near the surface of the body is lowered.

- Sweating is likely to be very noticeable.

- Usually the skin is pale.
Describe the Treatment for Shock
- Keep the victim lying down and warm. If conscious, reassure them.

- If possible, have the person lay on their back with their feet raised about 12 in. above the head.

- Don't let the person overheat.
Describe the Treatment for Electrical Shock
- Administer artificial ventilation immediately after freeing the victim from the charge.

- Check for a pulse and if not present, perform CPR.

- Get the victim to a medical facility ASAP.
Describe Hypothermia and its Treatment
Occurs when the body is exposed to subnormal temperatures.

Minimize heat loss from your head, neck, sides, and groin. Assume the fetal positon or huddle in close, side-by-side contact, with others.
Describe Frostbite and its Treatment
Affected parts of the body turn stiff, pale, and numb.

Treat the affected part immediately by placing it in contact with a warm part of your body or in warm water.
Heat Exhaustion and its Treatment
Victim will appear ashen gray, and have cold, moist, and clammy skin. The pupils may be dilated and the pulse may be weak with rapid and shallow breathing. Body temperature may be below normal.

Treat by moving the victim to a cool place, and loosening clothing and applying cool, wet clothes. If conscious, administer a solution of 1 tsp. of salt dissolved in a quart of cool water. Transport the victim to a medical facility ASAP.
Heat Stroke and its Treatment
Headache, nausea, dizziness, or weakness. Breathing will be deep and rapid at first, later shallow and almost absent. Usually the victim will be flushed, very dry, and very hot. The pupils will be constricted and the pulse fast and strong.

Douse the body with cold water or apply wet, cold towels. Move the victim to a cool place and remove as much clothing as possible. Place the victim on their back with their head and shoulders slightly raised. If cold packs are available, place them under the arms, around the neck, at the ankles, and on the groin.
