Why does Antigone insist on burying Polynices?
she is very pious. in those times, if you weren't buried then your soul roamed forever in the world. in order to go to the after-life, one must be properly buried with rites, etc. she wants to honor him + the gods, so she insists on following her pious instincts. (it is a family loyalty + piety deal)

Haemon tries to convince Creon to let her live, because even the common people think she is a heroine. he calls him prideful and unwilling to hear any advice but his own.
How does the general populace view Creon's decision?
they think of her as a heroine, the dislike Creon's decision. they want Antigone to live. "how the folk mourn this maid [saying]'who of all women most unmeriting, for noblest acts dies by the worst of deaths'" says Haemon to Creon.
