The people vote to elect their leaders and those leaders make decisions for the people who voted for them. A Republic usually has a Senate made up of elected leaders that makes laws, judges, and so on.

The people do not vote to elect their leaders, but vote on the issues themselves without representatives.

A democracy may have assemblies organized to take care of different tasks, but the power is directly in the hands of the people.
