(1992) Rio Earth summit- realised needed to reduce CO2


(1997) Kyoto climate change summit- set goals however US pulled out as worried over economy and LEDCs not included


(2009) UN Copenhagen- limit global warming to 2*c above pre induct temp LEDCs included



What are the successes of Kyoto?

1990-2002 Germany =3/4 of Europe's reductions


1990-2000 UK have reduced emissions by 12.8%

Failures?

2003= EEA reported that EU emissions increased


Ireland Spain and Portugal have made no progress
