Committed Burst information Rate (CBIR)
Excess Burst Size (BE)
CBIR is the amount of bandwidth that can be barrowed in bursting from your own PVCs up to the max bandwith of there combination.
BE is the bandwidth from more than your CBIR to the max of the bandwidth of the Access or Port speed.
What does DE stand for?
Discard Eligible
What does DE mean?
It is a marking in the header, indicating that this packet maybe dropped if congestion occurs or the network does not have enough capacity. This happens when frames are submitted for CBIR (Committed Burst information Rate known also as Bursting)

Backwards Explicit Congestion Notification
Warns upstream devices about a Queue build up on a Frame relay switch, even if they did not contribute to the congestion.
