Alien & Sedition Acts
proposed by Roger Sherman of Connecticut which called for two houses of Congress; the Senate would have the same number of votes per state while the House of Representatives would have votes determined by the number of people in the state

1800 Virginia & Maryland gave lands for the new capital to be moved from New York to the banks of the Potomac River. It was a District so no state could claim it for special favors
