Establishes the electoral college, a process where each states has electorates totaling 538 in the union and in order to be elected President one has to win a majority. Whoever win the popular vote in a particular states receives all of that states electorate votes. 12 primary states winning 11 wins the office these states are CA, NY, FL, PA, IL, OH, MI, NJ, NC, GA, VA,TX.
