The Bill of Rights are our individual rights. They were added onto the constitution because some people wanted freedoms.

The Constitution had more freedoms and was stronger. The AOC was weak and couldn't control everything.

Federalism: the government is split up by state and national

Separation of power: every branch has different powers


Republicanism: person elected by the state to represent them


Limited Gov.: the government only has a certain amount of power.

Legislature: makes laws and is Congress


Judicial: judges are in it and they determine if laws are constitutional


Executive: president and they determine if the law is being passed.

He wanted to create a national bank to pay off the national debt. It started the argument if it was necessary.

This clause said that laws were only passed if they were necessary or proper. It was used in the debate because Anti-Feds said the bank wasn't necessary.

The XYZ affair was when France asked for a bribe to keep peace. The Feds didn't accept.
