1832s Reform Act challenge

The challenge to the new system created by the 1832 Reform Act was the Anti-Corn Law League.

Why was there so much economic crisis?

When Peel entered office, it was a time of deep economic depression, rising unemployment, hugher food prices and falling profits. Such problems lay in the fact that industrialisation had begun to generate more goods that the domestic market could absorb, while foreign markets were not large enough to take the surplus.

Why did Peel re-introduce the income tax?

Under the Whigs, national finances had been in deficit for three years. Peel decided to get over this by re-introducing the income tax

In the House of Commons, Conservative backbenchers begun to rebel against their government. As the price of wheat fell in 1842 and 1843, English farmers held protest meetings to set up Agricultural Protection Societies.


The MPs began to reflect their anger too, and complained that income tax had become a permanent form of taxation and that it was being used as a means of achieving wider social and economic objectives.

What happened between Peel and his followers?

A deep crack opened between Peel's cabinet and their followers, because by using income tax to lower ocnsumption taxes, the government was giving precedence to the interests of industry and the towns over agriculture.
