Events such as the triangle shirtwaist fire revealed the need for worker safety laws and requirements for factories such as Room size and fire exits. The French passenger boat contained small weaponry, resulting in it being fired down by German U boats. However the boat contained many American citizens that were killed. This brought outrage to the US. This can lead to the Sussex pledge Germany swore to. Germany signed the sussex pledge which stated Germany would warn passenger ships before firing. Later on Germany declare that they would continue unrestricted submarine warfare, showing Germany had no peaceful intentions. Germany continue to shoot down passenger ships, killing more Americans.
