History of states
Before wwI uninhabited population movements, war developed state borders and identities. Anyone that didn't fit the mild became a suspect. Self perpetuating problem - with borders war will always be a possibility. Kant believed perpetual peace would be achieved through an agreement of states for universal hospitality
UNHCR establishment
Established in 1951, role changed after crushed Hungary uprising in 1956.
Types of missions
No one wanted refugees, prompted attempts to prevent large scale migration. Preventative: camps in the war zone itself, temporary: camps just outside of the war zone. These were recalled with new UN leadership after their failure in Bosnia. Over all number of refugees have decreased but number of displaced people have increased.
Political partnerships
Humanitarian aid needs political partnership, aims to internalise the effects of the political crisis and encourage change of attitude in the country. This new paradigm gives accountability of the crisis to the country (as many leaders are seen to initiate conflicts) as well as the responsibility (with assistance) of normalising the situation
The contrast in global dynamics
West is becoming more regionally integrated whereas the west aid policies are encouraging separation and sovereignty in crisis regions. Although the new paradigm is supposed to counter regional fragmentation but could argue that it unintentionally does this very thing.
West unwilling to take responsibility
Alternative to encourage political authorities & local institutions. Partnership requires a redefinition of sovereignty, reshaped for external involvement
Government change in bloc/non bloc countries.
Bloc countries: regional integration. Non bloc countries: Redefinition of political authority, instability associated with the focus of relief in war zones, regional fragmentation & political separatism accelerated.
